По заказу ВМС США фирмой «Грумман» в 1966-м году на основе ряда исследований по созданию кораблей с динамическими способами поддержания, был разработан экраноплан-ракетоносец общей массой 300 тонн. Он был выполнен по схеме «летающее крыло» с изменяемой геометрией за счёт особой конструкции шайб-поплавков.


Последние с помощью специального привода могли отгибаться верх и занимать оптимальное положение в зависимости от условий полёта. С целью снижения степени возмущения потока воздуха над крылом кабина экипажа устанавливалась на специальных стойках-пилонах. Крыло завершалось мощными закрылками, используемыми при старте для создания статической воздушной подушки.


Маршевые турбовинтовые двигатели и рули направления были установлены на высоких пилонах над крылом, воздухозаборники стартовых двигателей располагались на палубе, при полёте в расчётном режиме они закрывались специальными створками. Вооружение корабля состояло их ракет класса «корабль-корабль» и зенитных ракет. Пусковые установки и боезапас размещались в толще крыла, а пуск производился через люки, открываемые в нужный момент.

В 1956 году по инициативе ОКБ В.М.Мясищева началась разработка самолета-снаряда «изделие 44» (М-44) класса «воздух-поверхность». КР, предназначавшаяся для систем М-52, М-56К и 3М, должна была обладать меньшими габаритами и лучшими ТТХ, чем Х-20.

Ракета оснащалась двумя ТРД и инерциальной системой наведения. По всей видимости, главным конструктором ракеты К-44 был П.В.Цыбин, возглавивший эту разработку после объединения его ОКБ-256 с ОКБ-23. Согласно расчетным данным ракета К-44 могла доставлять боевую часть весом 2300 кг на расстояние 2000-2300 км. Полет ее должен был проходить со скоростью 3000-3200 км/ч на высоте до 21 км. Компоновка и аэродинамика ракеты увязывались с самолетом-носителем с целью получения минимального сопротивления в полете.
